    ECONOMIC DEVELOPMENT DIRECTOR  Mitchell County Economic Development Commission (MCEDC)

    The MCEDC (a non-profit 501c3 organization) is seeking a dynamic leader for the position of Executive Director of Economic Development for Mitchell County (population 10,763). The Director will lead a countywide collaborative approach to economic and community development, combining business attraction, expansion and retention activities, talent and workforce attraction. Will also lead housing initiatives to ensure housing stock is keeping pace with workforce and population demand.

Mitchell County is located in the middle of everywhere and is centrally located between major Midwest metro areas. Mitchell County contains the developed infrastructures of industrial parks, rail, energy, technology systems and highways developers are looking for, without compromising the many comforts and advantages a rural community offers.

    Nature of Work:
    Perform a variety of administrative, technical and professional work in preparation and implementation of economic and community development plans, programs, and services.

    This full-time position is responsible for working closely with the Economic Development Board of Directors and four-member communities in promoting the business and economic development interests within the county. This position will include working with all noted departments in providing guidance to individuals and companies to establish, relocate, or expand their businesses within the county. The position will include assistance in the planning and coordination of county development projects, assisting business and residential applicants with various local and State processes, and providing research for various projects. This position reports to the 9-member Board of Directors.

    Essential Duties and Responsibilities:
    • Direct economic development initiatives to achieve the goals and objectives outlined by the MCEDC Board of Directors. These include, but are not limited to the following:
    • Provide assistance in the development of short and long-term economic and community/county development plans, as well as the gathering of information and preparation of studies, reports, and recommendations to achieve such goals. This will involve the preparation and maintenance of information on labor market, housing, utilities, taxes, zoning, transportation, community services, financing tools, and incentives, in order to respond to requests for information for economic development purposes, and the coordination with other departments and agencies as needed.
    • Working with the MCEDC Board of Directors, provide leadership and coordinate efforts of individuals, groups, organizations, committees, and government units whose goals and aims are the development and betterment of Mitchell County.
    • Work with prospective industry to encourage and assist in their relocation to Mitchell County and the State of Iowa.
    • Work with current industry to assure that they remain in Mitchell County and when the opportunity arises to enhance or expand their operations.
    • Serve as a consultant for state or federally financed programs, prepare applications, carry out county information programs, assemble data on needs, analyze probable program results, and advise the Board of Directors on program requirements.
    • Maintain a liaison with various local, state, and federal agencies, coordinating projects with agencies as deemed necessary and appropriate, i.e. DHA, HUD, Iowa Economic Development Authority, Iowa Area Development Group, Professional Developers of Iowa, North Iowa Area Council of Governments, Homeward Housing, area Utilities, Iowa Housing Authority, etc. Serve as a member of the North Central Iowa Alliance, the seven-county regional economic development partnership.
    • Assist with regional events and collaborative marketing efforts. Develop a comprehensive economic development plan for Mitchell County.
    • Work with the MCEDC Board of directors and MCEDC staff to ensure that this plan is updated annually.
    • Prepare the annual plan of work, including annual budget, and specific organization goals and objectives.
    • Provide information and/or make presentations to State officials, county supervisors, city councils, boards, commissions, civic groups, businesses, individuals, and the general public on economic development efforts, accomplishments, issues, programs, services, and plans.
    • Coordinate media relations, including but not limited to, press releases, articles and editorials, television and radio interviews.
    • Become familiar with the existing inventory of available buildings and business and residential development sites within the county. This will include both public and private buildings and land areas.
    • Prepare grant proposals and applications, contracts and other necessary documents as may be required for necessary county/community services.
    • Administer the organization’s three county-wide economic development revolving loan funds to be used as a tool to support existing business and industry and to encourage the relocation of new business to Mitchell County.
    • Assist with negotiation and the management of professional service contracts, property sales or acquisition, and economic development-oriented negotiations, as assigned.
    • Formulate and implement marketing and business attraction strategies.
    • Serve as a member of economic development groups or task forces that promote economic and community development at the local, State or Federal level, as deemed necessary or appropriate.
    • Monitor legislation and regulations relating to economic development, and report findings to the appropriate impacted parties.
    • Maintain strong working relationships with the general public, area businesses, clients, the media, and others.
    • Serve as a member of various staff committees, as assigned.
    • Attend professional development workshops and conferences to keep abreast of trends and developments in the field of economic development, and to represent the interests of Mitchell County on matters related to economic development. Administer the Foundation for the Enhancement of Mitchell County (FEMC).
    • Manage organization staff.
    • Conduct other related work as assigned.

    Training and Experience Required:
    • Considerable experience in economic and community development preferred but not required, including administrative responsibility; graduation from a four-year college or university, preferably with specialization in economic and community development or a related field; or any equivalent combination or experience and training.
    • Considerable knowledge of business development, community, and economic development.
    • Working knowledge of municipal zoning and infrastructure, and planning programs and processes.
    • Ability to communicate effectively to groups and individuals, engineers, architects, contractors, developers, businesses, supervisors, employees, and the general public.
    • Ability to establish working relationships with other organizations and economic development practitioners.
    • Ability to be a team player with MCEDC Board members, other member community staff, city councils, and development boards.
    • Ability to prepare and analyze reports and data, and have skill in the operation of necessary tools and equipment, i.e. computer, word processing, spreadsheet software, and general office equipment (telephone, fax, copier, calculator, etc.)
